Operational Program Manager - Contingent (Job #0677)

Location: Picatinny Arsenal, NJ
Required Clearance: Secret

Summary

We are seeking a highly motivated Program Manager to join our team at Picatinny, NJ, pending contract award.

Responsibilities

  • Engage with Senior Leadership and all other Army commands including Picatinny Arsenal to participate and assist with drafting programmatic documentation of assigned PD JS Projects regarding technologies, concepts, and/or systems in the investigation of relevant technologies and solutions with application to requirements.
  • Coordinate Senior Level Officials during site visits and meetings at Picatinny Arsenal, Government Owned Contractor Operates (GOCO) Army Ammunition Plant (AAP) facilities, Army Headquarters in Washington DC area, and Rock Island Arsenal organizations located in Rock Island IL. Provide PD JS firsthand feedback to include agenda, minutes, action item lists, and summary of information obtained during the site visits and meetings .
  • Preform strategic planning budget analysis, research analysis and technical assistance in support of PD JS programs including workload modeling, fact finding and efficiency studies.
  • Participate in technical meetings, reviews, and discussions.
  • Track internal and external suspense's and/or taskers routed through the PD JS.
  • Compile, organize, analyze, and report program information in compliance with JPEO A&A requirements.
  • Provide support for the Industrial Committee of Ammunition Producers (ICAP) Webinars and meetings. This includes action tracking and coordination with National Industrial Association (NDIA) to set up meetings and inform invitees of events.
  • Attend and prepare minutes for staff/Integrated Project Team meetings, teleconferences and meetings with industry and other organizations.
  • Manage and track internal and external suspense's and/or taskers routed through the PD JS.
  • Provide technical writing skills and compile technical reports such as Congressional responses, modernization/ strategic plans (AAP and Demil), internal operating procedures and D&F process schematics.
  • Provide daily interface between PD JS and JPEO A&A staff at the Headquarters Department of the Army (HQDA) staff, Army Acquisition Executive (AAE) agency personnel, appropriate representatives in the Assistant Secretary of the Army for Acquisition, Logistics and Technology (ASA(ALT)) organization and other officials and groups as needed. Some tasks include:
    • Ensure up-to-date awareness of PD JS and JPEO A&A Planning, Programming, Budgeting and Execution System (PPBES) planning and programming actions and issues to include coordinating and collecting pertinent data from multiple points of contact and evaluating the data to provide a ready, accurate and complete response to any inquiry from the Office of the Secretary of Defense (OSD), Office of Management and Budget (OMB), Joint Chiefs of Staff (JCS), HQDA, Congress, other Department of Defense (DoD) agencies and other service headquarters.
    • Assess program achievements and effectiveness of the organization to evaluate the desirability of major program changes. This includes reviewing documentation for submission to HQDA, OSD, OMB and Congress to support and defend PD JS and JPEO A&A positions on specific program matters, developing supporting documentation, and providing statements on the impacts of policy, program, and budget changes to the PD JS and JPEO A&A organizations and the ability to perform life cycle management of assigned program(s).
    • Coordinate and develop needed support for funding requirements of PD JS and JPEO A&A programs, prepare and review program documentation in support of the budget process, support Strategic Portfolio Reviews (SPR) including the support for strategic planning, monitor programs for executability and compliance with established program decisions, and coordinating program documentation in the Pentagon.
    • Furnish information and recommendations in response to both internal and external inquiries as appropriate including preparing and delivering detailed briefings and information papers to HQDA, the Army Budget Office, OSD, OMB and Congressional Staff on various aspects of PD JS and JPEO A&A programs, preparing and delivering materials for the ASA(ALT) including the monthly MILDEP Quad Charts highlight program cost, schedule, and performance.
    • Support PD JS and JPEO A&A at various conferences and meetings with key/top Army and OSD officials and provide staff support to appropriate ASA(ALT) offices as required.
    • Monitor Army material acquisition policy, program and budget issues impacting PD JS and JPEO A&A Analyzes trends, policies, and actions at Congress, OSD, OMB, HQDA, other Services headquarters and other DoD agencies for effect upon PD JS and JPEO A&A and take appropriate recommendations and/or Courses of Action (COA) to PD JS and JPEO A&A as appropriate.
    • Provide support to discussions on acquisition strategies with PD JS and JPEO A&A Project Managers (JPMs) to maintain an understanding of the programs with emphasis on cost, schedule, and performance, to communicate effectively and accurately with Army, OSD, and Congressional staffers. This includes attending PD JS and JPEO A&A business reviews, Program Management Reviews (PMR), Integrated Product Team (IPT) meetings and other meetings that keep abreast of programs to enable early identification of problem areas; increase knowledge of programs by DA staff, OSD, and Congressional Staffers, and to provide a solution to problems as early as possible to limit impacts on cost, schedule, and performance.

Required Qualifications & Experience

  • Active Secret Clearance
  • Bachelor's degree in Business, Accounting, Finance, Mathematics, or Economics
    • 4 additional years of experience substitute for Bachelors degree
  • A minimum of seven (7) years related experience
  • Extensive knowledge of Military structure/operations and technical background.
  • Travel as needed to provide necessary support
  • Strong written and verbal communication skills, combined with ability to communicate at all levels.
  • Exceptional leadership skills required
  • MS Office proficiency with advanced Excel required
  • Excellent analytical and problem-solving skills.
  • Ability to work independently and as part of a team.
